Budget planning as an instrument of socio-economic policy in the region

This article discusses general issues of program-target method of planning and its impact on the implementation of socio-economic policy in the region. The subject of the research are: mechanisms for financing government programs, management methods to implement them from a position of target and efficient use of budget appropriations. In the face of continued Russian Federation budget system reform a priority of budget planning is to maintain the balance and stability of the budget system of the state, which is manifested in increasing the effectiveness, efficiency and optimum use of budget spending at the federal and sub-national levels. The study revealed that in the conditions of implementation of the program and target methods of management of social and economic development of regions of the modernization of the budget process makes government programs in one of the most important instruments of budgeting, result-oriented.
